What happened?

2024 is likely to herald a year, if not a decade, of extremities. Extremities of weather, extremities of votes, extremities of disinformation and ideologies, extremities of inequality, extremities of geopolitics and extremities of AI.

The nature and realities of the extremities that lie ahead are unknown. What we are certain of is that 2024 is the biggest election year in history. So, the stakes are high.

Under the title ‘Extremities!’, the three-day event attracted over 50 pacesetters from 30 countries to debate the multitude of challenges confronting the continent, including war in Ukraine, climate change, the impact of artificial intelligence (AI) and rising support for extremist politics in the run-up to June’s European Parliament elections.

The European Young Leaders (EYL40) March 2024 seminar in Paris took place 11 weeks before the European Parliament elections and 18 weeks before the city hosts the 33rd Olympic Games. The nature and realities of the extremities that lie ahead are unknown. Will Russia’s war against Ukraine persist? Will Gaza continue to be an open wound? Will there be another war in our neighbourhood or elsewhere in the world?

The meeting highlighted the EYL40 programme’s unique mix of backgrounds and expertise bringing in young talents from business, tech, politics, academia, journalism, civil society, science, sports and the arts.

It reflected on and debated a year of extremities and thought through the roles all of us can play to counter the extremities that threaten the value of the European project. In the words of Ece Temelkuran, the seminar was a perfect occasion to be brave, bringing faith, dignity and joy into politics.

UKRAINE: A FRIEND IN NEED

With the war in Europe now in its third year, Ukraine’s resistance to Russian invasion was a theme running through the seminar. “The Ukrainian people … have shown that they are really friends of Europe. In their hour of difficulty, we must show we are real friends of Ukraine. A friend in need is a friend indeed,” stated Jan Emeryk Rościszewski, Poland’s Ambassador to France, who launched the debates in the country’s embassy on day one of the seminar.

2024 EYL Olga Rudenko, Editor-in-Chief of the Kyiv Independent, briefed on the challenges of independent journalism in wartime and Anastasiya Shapochkina, President and Founder of the Eastern Circles geoeconomics think tank, and Associate Professor at Sciences Po Paris, led a discussion on Europe’s response to the war.

“It’s so fundamental. We are not going to deal with all the challenges we face,​ if we don’t continue to support Ukraine, not as some charity but as part of the defence of our own democracies,” concluded Geert Cami, Co-Founder and Secretary General of Friends of Europe, and Co-Founder and Co-Secretary General of the Africa-Europe Foundation.

SPORTING SANCTIONS

In a session on the role of sports in society, Ari-Pekka Liukkonen, Olympic swimmer, Member of the Jyväskylä City Council and 2024 EYL40, said the war should lead to Russia’s exclusion from the Paris Olympic Games this summer. “Russians are using sports as a weapon to build their national identity,” he said. “Sport in Russia is part of their propaganda machine and part of their politics.”

The Ukraine war tops a list of priority issues facing the European Union along with EU enlargement, defence and climate change, said Pascal Lamy, Vice-President of the Paris Peace Forum, Coordinator of the Jacques Delors Think Tanks, former Director-General of the World Trade Organization (WTO) and EU Commissioner, Trustee of Friends of Europe. Of those challenges, Ukraine is the one keeping him awake, Lamy confessed.

MELTDOWN

The growing urgency of the climate crisis was underscored by a presentation from Heïdi Sevestre, Glaciologist, Deputy Secretary of the Arctic Monitoring and Assessment Programme and 2024 EYL40. She highlighted the alarming pace of Arctic sea-ice melting and the rapid shrinking of the world’s permafrost zone. That shows the Earth is fast approaching a series of tipping points towards irreversible climate damage. “What I see on a daily basis is a world that is truly collapsing […] it is absolutely terrifying,” Sevestre told the group.

GLOBAL PARTNERSHIPS

Europe also needs to get its act together to protect its values and interests as it faces growing strategic competition from the likes of China and Russia, plus uncertainty over the transatlantic link as the US presidential elections loom in November.

EYL40s had an animated discussion with Chrysoula Zacharopoulou, French Minister of State for Development and International Partnerships, attached to the Minister for Europe and Foreign Affairs, Co-Chair of the Strategy Groups of the Africa-Europe Foundation.

They looked at how to develop win-win partnerships with countries in Asia, Latin America and the Middle East in the face of such rivalries. “If we want to be a geopolitical Europe, we have to have one voice and one vision, and this is what is missing at the moment,” she said. “Global challenges, need global solutions.”

DON’T HATE US

Other issues underscored the diverse experiences of the EYL40 group. Discussions ranged from the risks and opportunities of AI, using taxation for good and deciding on the right policies for Europe now, so that future generations ‘don’t hate us’.

In a public debate joined by local citizens, Chloé Ridel, Co-founder of Mieux Voter and spokesperson of the French Socialist Party, said the EU needs to build more solidarity, based on its positive policy responses to COVID-19, climate change and the war in Ukraine. “We have to counter the backlash of the far-right parties that are gaining more votes across Europe,” she said. “We have to build on what we did in response to all those crises, we have to make that the normal way of acting in Europe.”

10 POLICY CHOICES FOR A RENEWED SOCIAL CONTRACT FOR EUROPE

Discussions were supported by Friends of Europe’s two recent publications, 10 policy choices for a Renewed Social Contract for Europe and 2024 Voices – Citizens Speak Up!, which have emerged from consultations with citizens and stakeholders across Europe. These two reports mark the start of a vital process that engages with the very fabric of European society.

Citizens from all over the continent will soon be heading to the ballot box once more to vote for whoever they feel best represents their needs at the European level. After the 2019 elections, a sizeable number of seats in the European Parliament went to right-wing and nationalist parties, obtaining a majority in Italy, France, Poland, and Hungary. Many hope that the next elections will not continue this trend.

However, just 11 weeks before showtime, the latest votes from national elections in several member states offer mixed feelings on where European
democracy is headed. While in Poland, pro-EU candidate Donald Tusk gained victory over the right-wing populist incumbent Prime Minister Mateusz
Morawiecki, the Netherlands saw veteran anti-Islam populist Geert Wilders win a dramatic victory in the Dutch general elections. With several other examples available, the question arises whether or not the 2024 elections will see a continuation of this disturbing tendency.

To offer insights into what happened in 2019 and what the current trends are, a prominent thinker will join us for an engaging discussion. This ‘In Conversation with’ will guide us through our shared prospects, reading the tea leaves of past and future voting behaviours.

On 17 May 1995, former Irish President Mary Robinson addressed the European Parliament with a message of gratitude for Europe’s positive influence on efforts to resolve the Northern Ireland conflict which began in 1969 and ended with the Good Friday Agreement in 1998. For her, Ireland’s accession to the EU in 1973 brought about change that is to be celebrated, increasingly transforming its economic and political landscape for the better. With possibility of further EU expansion, as attested by the opening of accession negotiations with Ukraine in December 2023, and Commission President Von der Leyen’s notable geopolitical ambitions, the question arises on how non-EU voices feel about their relationship with the EU?

For many African and Middle-Eastern countries, the EU’s economic power renders it an interesting trading partner, yet its practice of combining trade with adherence to values is often received as paternalistic, if not neocolonial. Furthermore, while several Balkan countries patiently await EU accession, requiring compliance to a set of criteria under tight scrutiny, member states within the country bloc at times fail to meet the same rigorous standards.

These contradictions prove the importance of engaging with non-EU voices to discover how they view Europe and how their relationship has developed over the years.

This set of 4 parallel briefings, on Ukraine, Africa, America and Middle East, held by diplomats and senior experts, will feature short and inspiring conversations to discuss Europe’s position in the world and the relationship with its neighbours.

Living in a period of ‘polycrisis’ confronts our societies with critical questions and challenges: how do we recover from the spiralling negative effects of the COVID-19 pandemic, the war in Ukraine, the global energy crisis and the consequent cost of living crisis? In addition to this, Israel’s response in Gaza has reopened a wound in terms of human rights and geopolitical tensions.

Citizens are increasingly left to wonder if the European Union and other institutions are fit to face these crises. Will the MEPs of the next parliamentary term be able to maintain and further their commitments on critical challenges, especially those appealing more to young voters, such as the green transition, housing, and education?

In this exercise of participatory democracy, citizens of Paris will join the EYL40 to voice opinions and concerns about what actors such as the EU should deliver on to increase social trust and nurture a sense of community through intergenerational dialogue.

Designed as a laboratory for ideas, this open space is the opportunity to
suggest ideas for activities and/or discussions that you consider to be critical and not included in the programme. Conversations may lead to an op-ed or a project within or outside the EYL40 programme. Previous iterations of this session brought to life the Capital of Europe, Women of Europe initiative, trainings on positive storytelling for social change and the Arts and Culture working group and report. Groups will decide on the shape of their key deliverable based on their topic of discussion.

For this session, we envision an unconference format: an open space for peer-to-peer learning, collaboration and creativity.

This Live Challenge will put leadership and teamwork skills to the test. Thinking through the challenge, EYL40 will develop options in response to it, and present proposals on how it might go about developing a solution.

Inequality is not inevitable, it is a political choice. The 2022 World Inequality Report express this with incredible resonance. Global income inequalities today are as high as the level the world experienced at the peak of Western imperialism. In 2020, the rich 10% of the world population earned 38 times the income of the poorer 50%. With the current access to data and information, we can track and evaluate global inequalities with more and more sophisticated methods.

While inequalities between countries have been slowly decreasing, the rise of inequalities within countries and the predominance of wealth over income inequalities are among the critical challenges of this century.

Citizens in lower- and middle-income classes are more and more disconnected from the top earners in their country, who every year capture substantial shares of the accumulated wealth and demonstrate the inadequacy of redistribution mechanisms in our societies. Tax the rich as a slogan is always received with distrust or accused of naïveté. Today, however, one can hardly attempt to change the global economic system without addressing the power of wealthy corporations and individuals.

Striving to progress in international tax cooperation, EU member states should address wealth redistribution and intergenerational fairness by enforcing effective minimum corporate taxation, designing progressive wealth taxation systems, increasing sharing of information and reducing tax competition.

AI stands as an unprecedented milestone in human innovation, distinguished by its ability to independently create and decide. Unlike past technological advancements such as the printing press or the atom bomb, where human agency ultimately dictated their use, AI operates as an autonomous entity. It possesses the unique capacity to generate novel concepts and autonomously
make decisions, raising critical questions about its potential consequences. The development of AI introduces a precarious challenge: how can we progress further without certainty that it won’t surpass our control? The fear of unforeseen harm to humanity looms large, demanding ethical considerations and safeguards.

Through the first ever comprehensive AI Act delivered in December 2023, EU legislators seek to implement restrictions for the use of AI technology, such as on the use of facial recognition and “social scoring”. However, European companies are concerned that this law will hamper technological innovation rather than promoting its productive possibilities, especially in areas such as healthcare, education and energy transition. As such, European start-ups could face a competitive disadvantage compared to the United States or China, by having to use an abundance of resources on rule compliance instead of on software engineers.

As AI emerges as the new god of all things, the European Union stands at the forefront of a global effort to harness its potential while upholding principles of sovereignty, control, and ethical responsibility. The ongoing developments in AI
governance underscore the imperative of striking a delicate balance between innovation and safeguarding the fabric of our societies in the face of this technological deity. Is the EU best equipped to strike this balance ?

The concept of the 15-minute city, a revolutionary urban planning approach, is gaining momentum as a powerful tool to reshape our urban landscapes.
Pioneer Carlos Moreno advocates for a fundamental shift in the way we design and experience cities. “The quarter-hour city” reimagines urban spaces as selfsufficient hubs, where residents can access essential services, such as shops, schools, parks, leisure options, and healthcare, within a convenient 15-minute radius by foot or bike.

Before car-centric city planning became the norm in the mid-20th century, neighbourhoods were self-contained, fostering a sense of community and
reducing dependence on automobiles. Reintroducing this concept to presentday cities would offer a sustainable alternative, promoting a healthier lifestyle, reducing carbon emissions and urban sprawl, as well as creating more resilient
communities. By rethinking the way we plan and inhabit our cities, the transformative power of the 15-minute city emerges as a beacon of hope for
more sustainable, liveable, and interconnected urban spaces.

Paris has embraced the concept of the 15-minute city, reimagining urban planning to create self-sufficient neighbourhoods where residents can access essential services and amenities within a short walk or bike ride. We’ll dive into what it means in practice with people that are living it and have developed it

An Estonian designer and innovator, Marko is passionate about the open sharing of knowledge and its capabilities to shape the future. Having most recently founded Grantful, he helped launched a global online hackathon series, Hack the Crisis and The Global Hack, to address challenges created by the COVID-19 pandemic. Marko delivered a TED talk on how the initiative could create solutions for the post-pandemic world. He is the Co-Founder and former CEO of Guaana, an online platform that connects scientists and researchers to break down barriers between disciplines. Marko is a Member of Accelerate Estonia’s Advisory Board, the Estonian Founders Society and the Estonian Ministry of Social Affairs’ mental health think tank. He has worked closely with research organisations and government institutions, including CERN, the European Space Agency, Dubai Future Foundation and the European Commission, to empower researchers and innovators. Marko previously worked as a creative and art director at branding and service design companies.

Alina Șerban is an award-winning Romanian Roma actress, playwright and director, whose work promotes social justice by tackling sexism, racism, homophobia and other forms of discrimination. Named Best Actress by the German Actors Guild for her leading role in “Gipsy Queen”, the film is one of three in which Șerban starred that highlighted the experiences of Roma women. A pioneer of Roma feminist political theatre, her play “The Great Shame”, which addresses the taboo topic of Roma slavery, became the first play by a Roman woman director to be included in a Romanian state theatre’s permanent repertoire. Șerban also made her debut as a film director with “Letter of Forgiveness”, the first film about Roma slavery written from a Roma perspective.

Heïdi Sevestre is a French glaciologist, specialising in glacier dynamics, tropical glaciers and ice shelves in Antarctica. She aims to make scientific knowledge more accessible and motivate concrete, effective climate action. Sevestre is the Deputy Secretary of AMAP, an Arctic Council working group that coordinates research on climate, pollutants, contaminants, and human and ecosystem health in the Arctic. Her research on glacier surges, which was featured in Science magazine, strengthened our understanding of climate change’s impact on glaciers. Sevestre regularly leads scientific expeditions to polar and high mountain regions and was notably awarded the inaugural Shackleton Medal for the Protection of Polar Regions.

A human rights lawyer from Serbia, Jovana Spremo is a fierce advocate of the rule of law and the protection of fundamental rights, whose work focuses on supporting the EU negotiation process. As the Advocacy Director of YUCOM, she leads the development and implementation of advocacy strategies aimed at promoting its research and policy recommendations on the rule of law and human rights. Spremo coordinates the Working Group for Chapter 23 of the National Convention on European Union, which deals with Serbia’s policies related to judiciary and fundamental rights, and monitors access to justice pertaining to the Belgrade – Pristina dialogue.

Tamara served as the minister for public administration, digital society and media in Montenegro, in which role she advocated for public administration reform, digital transformation and the development of e-government services. Prior to this, Tamara was integral to the launch of the Government of California’s Digital Innovation Office, established to improve the state’s digital services. In this capacity, she led the COVID-19 digital response, the Policy Design Lab and the Inclusive by Design initiative. She is also the Co-Founder and former deputy director of the Office of Innovation at the California Health and Human Services Agency, where she was responsible for driving innovation to provide critical healthcare and social services. She has been involved with a number of organisations and programmes, including Alchemist, CivicMakers, Code for America, New America and most recently, Regional School of Public Administration (ReSPA), where she provides support for public administration reform in the Western Balkans.

Prior to her current roles, Sultanova worked in producing speaker programmes and inspiring dignity-centric leadership for Finnish secondary school students. Sultanova is recognised as one of the top 60 speakers in Finland by the leading speaker agency in the Nordics and a winner of the My Speaker of the Year 2023 award in the ‘Sustainability and Ethics’ category.

Having successfully passed laws that offer financial support for single-parent doctors during school closures, improved flexible work schemes for employees and housing rights for victims of domestic violence, Țoiu most recently put forward a start-up and private investment package. She previously served as the state secretary in the Romanian Ministry of Labour and Family. Prior to entering politics, she embarked on various social entrepreneurial ventures, including as a former executive at Mesteshukar ButiQ, a network of Roma artisans and international designers. She also co-founded Social Innovation Solutions, an accelerator that invests in educational and future-oriented solutions by engaging and connecting entrepreneurs, NGOs, academia, youth and policymakers throughout Europe.

As the host of the “Esimene studio”, “Välisilm” and “Aktuaalne kaamera” news programmes, Tralla plays a key role in explaining what is happening in Brussels at the EU level to audiences at home. Travelling by motorbike and later motorhome, Tralla has taken viewers on journeys across EU member states for three seasons of “Johannese lähetamine”, a travel show that offers insights into what citizens expect and hope to gain from the EU. He is currently working on the new show “Mis värvi on majandus” that delves into the green transition and digital economy. Previously, he worked as Estonian Public Broadcasting’s EU correspondent in Brussels.

Prior to this Shahin was a Senior Economist at Soros Fund Management and he was also the Economic Advisor to the French Economy Minister until April 2015. Shahin has also been the Economic Advisor to the President of the European Council, Herman Van Rompuy. In this capacity, he worked in particular on issues pertaining to European economic policy, the architecture of the euro area and the consequences of the economic and financial crisis.

Previously, van den Hul served as member of parliament for the Dutch Labour Party, where she focused on culture, education, gender equality, foreign trade and development. An Eastern Europe specialist, she was also active on the crossroads between culture, human rights and international cooperation and worked for several international NGOs, including international women’s fund Mama Cash and the European Cultural Foundation.  Van den Hul was also a columnist for newspapers and magazines, contributed to a number of publications and wrote a book, “(S)hevolution”. Steadfast in the belief that education is the key to societal change, Umar founded NASCO Feeding Minds to reshape the paradigm of humanitarian aid by empowering individuals through the provision of technological equipment and ICT education in his home country. Since 2012, over 66,000 students in 58 schools have passed through the programme, and 17 ICT learning centres are now active in Ghana.

Following Russia’s re-invasion, Wiśniewska led evacuation of Ukrainian orphanages to Poland and served as the Head of Mission for INTERSOS in Ukraine. Wiśniewska has notably also served as the Head of Mission for Polish Humanitarian Action in Yemen in response to cholera and COVID-19 outbreaks. Earlier, she worked for RNVDO in Iraq, at UNDP in Turkey and Jordan in response to the Syria crisis,and volunteered and conducted field research on human rights in refugee camps across Europe.
